Description
https://github.com/linkerd/linkerd2-proxy/pull/193 adds the ability to easily bundle debug symbols with the proxy's artifacts; though, this impacts build time and package size. Before we incur this cost, we should be sure that these debug symbols will actually be useful to us, i.e. for #2199.
