Configuration as code

Hi folks, thank you for implementing and open-sourcing Iris.

Is there an existing project/guidance for configuring Iris resources (e.g. plans, applications) in code? I'm considering writing a [Kubernetes Operator](https://kubernetes.io/docs/concepts/extend-kubernetes/operator/) for Iris, but it would be great if this already existed.

Btw, I originally sent this as an email to iris-oncall@linkedin.com (from [docs](https://iris.claims/docs/quickstart.html#wrapping-up)), but it looks like that inbox no longer exists.

Start with the Iris quickstart documentation linked in the issue and the Kubernetes Operator guidance. Determine whether Iris already supports configuration as code for plans and applications, and define the scope of any missing integration. Done means documenting the existing approach or agreeing on a concrete operator design.
