[helper] Avro 1.6 and 1.7 codegen tests are missing builders

Description
Codegen tests for 1.8 and onwards include an "underXXwbuilders" package (e.g. "under18wbuilders"). That's missing for 1.6 and 1.7. Although, 1.7 does have an "under17target17" package that does include builders, it will be nice to have consistent package naming for all versions that support builders.
