Description
`PersistentIndex.java` uses index and index segment interchangeably to refer to index segments. This creates confusion and inconsistency and affects readability. Change `PersistentIndex.java` and `IndexSegment.java` so that all variable and function names are consistent and appropriate.

Research direction
Start by reading PersistentIndex.java and IndexSegment.java, then compare the variable and function names that refer to index segments. Identify the inconsistent uses of “index” and “index segment” across both files. Done means the terminology is consistent and appropriate throughout both classes; no tests are named in the issue.
