Add consumer-topic blacklist

I need to be able to blacklist specific topics from specific consumer groups. A consumer-topic paired blacklist for generating alerts. Ideally, this would be similar to the consumer group blacklist option in the burrow.toml

Is there currently a way to do this that I'm not seeing or is this an opportunity for enhancement?

Start by reading the existing consumer group blacklist option in burrow.toml and trace how it affects alert generation. Identify where consumer groups and topics are evaluated, then define the paired blacklist behavior and verify that matching consumer-topic combinations are excluded from alerts.
