Description

The shift was always there, but in some version of RESVG, the influence of numOctaves increased significantly (early it was the same as other renderers). Also, I previously set the issue to shift right/down another filter, and here it's much more pronounced.

Research direction

Start by reproducing the attached Turbulence.SVG with resvg and comparing its fltTurbulence output with Chrome and Inkscape. Investigate the reported right/down shift and the increased effect of numOctaves; no source file or test is named, so done means matching the reference renderers for magnitude and offset.
