Description

Hi, I am trying to render an svg using `text` containing both emoji and normal text. I loaded both `Fira Code` and `Noto Color Emoji` to the fontdb. The problem is if I only specify `font-family: "Fira Code, Noto Color Emoji"` then the emojis are not rendering. If I swap the order of the two then the font for normal text is not quite right (at least the ligatures are gone).

May I know if this is the intended behaviour? Sorry if this is documented somewhere. Thanks

Research direction

No files, tests, or entry points are named. Start by reproducing the SVG containing emoji and normal text with Fira Code and Noto Color Emoji loaded in the fontdb, testing both font-family orders; done means establishing whether the fallback behavior matches the intended rendering behavior and documenting or addressing the result.
