Description

Currently, only JPEG, PNG and GIF are supported. A `FormatKind::Custom` or `FormatKind::Pixmap` would allow for greater flexibility and the clients can provide their own image decoding.

I'll be happy to make a PR if this seems like a good idea.

Research direction

Start by locating FormatKind and the existing JPEG, PNG, and GIF decoding paths in usvg. Define how a Custom or Pixmap variant would let clients provide image decoding, then verify that externally supplied decoding works without limiting supported formats.
