non scaling stroke property is not respected

Description
Hey is the `non-scaling-stroke` property of `vector-effect` implemented for paths? According to this [changelong](https://github.com/RazrFalcon/resvg/blob/f4289f7496d307ade3c6352bfce4c5148821b0b1/docs/svg2-changelog.md?plain=1#L77) it's not yet implemented, but are there plans to include it in the future?
