Description

We need an ability to tile patterns using subpixel offsets. Right now only integer offsets are allowed.
And since this is a tiny-skia limitation, we have to implement it there first.

Research direction

Start with the linked tiny-skia issue #83, since the body identifies that limitation as the first dependency. Then trace how resvg handles pattern tiling and determine how subpixel offsets should flow through it. Done means patterns can be tiled with non-integer offsets and the rendering behavior is verified.
