Description

Rotations are currently in degrees (although this isn't always explicitly indicated).

We should store in them in radians and indicate each time that that is what they are.

Research direction

Start by locating the 2D rotation representation and every place rotations are stored or exposed. Trace the existing degree-based values through their uses, then verify that all affected values use radians and that their units are explicitly indicated.
