Description

This one is a trivial problem to fix, I'll probably send a PR later. On at least Windows they are spawned in coordinates relative to the top left of the window, but they accidentally use the outer top left instead of the inner top left. Other operating systems may be affected too.

Research direction

Start by tracing how dropdowns and tooltips calculate their positions relative to the window, then reproduce the issue on Windows and check whether other operating systems are affected. Done means these overlays use the inner window origin after accounting for window insets rather than the outer top-left position.
