WindowConfig::with_min_size() not respecting minimum window size when launched

Description
When adding a minimum size to a window config with `WindowConfig::with_min_size`, the launched window does not respect the minimum size on macOS(Windows not tested and Linux works fine)!
I guess this is because currently `WindowHandle` [does not support](https://github.com/linebender/druid/blob/master/druid/src/app.rs#L319) setting `min_size`!
