Add PyPi and Read The Docs

We should setup PyPi and RTD for this package.

Can we add badges to the README, e.g. for pypi and the RTD's page? I thought they came with the template but I don't see them.

Start with the README and inspect the repository's existing package configuration and documentation setup. Add PyPI and Read the Docs support and the requested badges, then verify that the package and documentation pages are configured and the badges link to them.
