Rewrite `socket_vmnet` in Go and integrate it to `lima-privileged-net`

Now we have two privileged network drivers:
- `socket_vmnet` for macOS hosts (https://github.com/lima-vm/socket_vmnet)
- `lima-privileged-net` for Linux hosts (https://github.com/lima-vm/lima/pull/5483)

The functionality of `socket_vmnet` should be rewritten in Go and merged to `lima-privileged-net` to cover both macOS and Linux in a single driver.

Start by reading the socket_vmnet project and the lima-privileged-net work in PR #5483 to understand the two existing privileged network drivers. Done means socket_vmnet functionality is rewritten in Go and integrated into lima-privileged-net as one driver covering both macOS and Linux.
