Description
Make refs themselves zoned to a particular context, similar to react/recoil/etc., so that refs can have isolated values inside of the context.
Ex.
```javascript
let ctx = context(); // zone? realm? domain? graph??? need a better name
let counter = ref(0);
withContext(() => {
console.log(deref(counter));
}, ctx);
```

Research direction
The issue names no files, tests, or entry points. Start by locating the ref, deref, context, and withContext implementations, then establish the intended isolation behavior and add tests for separate contexts. Done means the API and context semantics are agreed and the tests pass.
