Description

A recent request from a develooper: they're using LSAT, but want to hand out "freebie" tokens to users to be able to play with. The first half here is being able to create the token itself (so just add+settle the invoice, them make an LSAT from that). The second half (with the larger design space), is how that token is actually _imported_ into some application/CLI/service.

Research direction

No files, tests, or entry points are named in the issue. Start by separating programmatic LSAT token creation from importing a token into an application, CLI, or service, then clarify the intended API and workflow for each. Done means both the freebie-token creation path and the import behavior have an agreed, testable design.
