Add/Compare new audio resampler to src.infinitewave.ca tests

Hi!

I'm curious how the new resampler compares to existing ones (and especially compared to SRC/libsamplerate that was available in SDL2), as from experience i think the amount of samples used during filtering seems a little low.
Is there any existing analysis already? Otherwise it could be interesting to send test results to https://src.infinitewave.ca/
They have a huge amount of engines compared via 3 tests patterns that need to be converted (see src.infinitewave.ca/faq.html for the download/test setup).
Or is there a simple program already somewhere that allows to load a wav and resample it (then i would send in the results)?
