Description
I tested on Linux (flatpak release) 64 bits version and in two android devices with android 32 bits version, running jelly beam and nougat versions with the same results: the core doesn't create the files with the settings of dip switch changes.
Checking a log file, it says which the srm and state files were created, but they were not.

Research direction
Start by examining the attached retroarch__2021_04_10__12_33_27.log and reproduce the dip switch change on the reported Linux Flatpak and Android configurations. Trace where the log reports the srm and state files as created, then verify that those files are actually written and retain the dip switch settings after restart.
