Under Frontend's Save directory is a link to Citra's User Directory wiki entry, which states this path:
C:/Users/[your-user-name]/AppData/Roaming/Citra/

3DS games that require the additional 3DS system files won't boot if those are stored in said path.

Expected behavior/changes
RetroArch's Citra user directory is actually in main RetroArch folder > saves > Citra and that's where the additional 3DS system files need to be stored.

Additional context
New users will likely be uncertain of where to store the additional necessary 3DS system files, thinking it's "C:/Users/[your-user-name]/AppData/Roaming/Citra/"
