Description
I think it should be possible to edit the core settings, when you have not loaded it. All the settings are in one config file. Sometimes a setting makes Retroarch crash and you have to manually delete it from the file.

Research direction
Start by examining how RetroArch loads and stores its single config file, especially before a core is loaded. Done means users can edit core settings without loading the core and recover from a setting that would otherwise make RetroArch crash.
