[Feature Request] Indicate which consoles can be reliably emulated on users hardware

I'm sorry if this a feature already implemented or suggested and I've missed it.

I think it would be really helpful for new users to know what their system is likely capable of running. I think this will avoid people being frustrated and asking for help with trying to emulate systems their computers are simply not powerful enough to run well.

I guess one way to do this would be to use a performance score website to get a score for their system (maybe accounting for CPU, discrete graphics, RAM, SSD vs HDD etc) and then comparing that to broad performance score tables for minimum specs. This could be indicated to the user through something like a traffic lights system:

• Green: Yes it should run well
• Yellow: You're getting towards the limits of your system
• Red: This likely won't work

No files, tests, or entry points are named in the issue; first map where hardware details and per-console capability information could be gathered. Done would be a defined, maintainable way to compare those signals with broad requirements and present green, yellow, or red guidance.
