Description
Whenever i scan ps1 games on my 3ds, the chd/m3u files i use don't get scanned at all. Doesn't make sense, I tested it on the nightly, but cart 7z games do work. same thing happens with turbografx-cd, sega cd, neogeo cd, and 3DO.
Expected behavior
The retroarch scanning should work correctly no matter what.

Research direction
Reproduce the scan on a New Nintendo 3DS using PS1 CHD/M3U files, then compare it with the working cart 7z case and the affected CD platforms listed in the report. Investigate RetroArch's frontend scanning entry point; done means those files produce a non-blank playlist in the nightly build.
