[Feature Request] More granular Notification / OSD Message control

Description
Hi! Been having some annoyance lately with certain cores showing notifications for certain things, but not having the option to disable these without turning notifications off entirely or disabling other features.

also, PCSX-ReARMed core has a "Booting BIOS x" notification on startup, which as far as I can tell cannot be disabled without also disabling the PSX Bootup screen entirely (which I don't want to do).
Even if these messages should perhaps be controllable in the Core Options, maybe there could be, as a substitute, a more granular/deeper notification control in RetroArch itself. There are already a lot of different options in the On-Screen Notifications menus, but a few notifications are not user-controllable it seems.
OR, some feature where all cores need to give more control to the user regarding both Notifications and OSD Messages that the core displays, like a new item within the Quick Menu (Core Notifications / OSD Messages).
