Description
When using the SameBoy core, everytime I hit the "Start Recording" button I would not get a notification that the recording had indeed started. I opened the Quick Menu and indeed it would still show as if it's not actively recording anything but would let me start recording despite of not doing anything even though it would still create an empty video file on my recordings folder.
Got this same issue with mGBA but only when running Game Boy/Color games, Game Boy Advance games would record as you would expect.

Research direction
Reproduce the failure from the Start Recording button with GB/C content in the SameBoy and mGBA cores, then compare it with GBA recording and inspect the Quick Menu state and recordings folder. Done means recording visibly starts and produces a non-empty video file for the affected content on Windows 10.
