Description
Well, the existing filters are too heavy for the SNES 9x, and I remember that the Genesis Plus GX already has NTSC filters that work perfectly on the Wii, couldn't you port them to Retroarch? I would be really grateful https://github.com/ekeeke/Genesis-Plus-GX/tree/master/core/ntsc

Research direction
Start by reviewing the linked Genesis Plus GX core/ntsc directory and RetroArch's existing filter support. Determine how those NTSC filters could be integrated for the SNES 9x and Wii contexts; done means the requested filters are ported and work without the heavy-filter limitation described.
