On-Screen "controller configured" notification freezes retroarch with HDR enabled on linux while booting a ROM with the mesen-s core from command line

Description

Launching retroarch from command line when loading a rom with mesen-s (ie. /usr/bin/retroarch -L /mesen-s_libretro.so "~/rom.sfc") and HDR enabled on linux using the vulkan driver and KDE Plasma HDR results in a freeze whenever the "controller configured" notification pops up when retroarch boots while the rom is booting. Disabling on-screen notifications remedies the issue. This issue does not occur when roms are booted from the main menu (likely due to the notification not appearing), nor does it affect any other core I tested (mesen, mupen64, snes9x)

Steps to reproduce the bug

1. Enable HDR and vulkan driver in video settings on linux KDE plasma
2. Close retroarch and launch any rom from terminal with mesen-s with a controller connected and on-screen notifications enabled (ie. /usr/bin/retroarch -L /mesen-s_libretro.so "~/rom.sfc")
3. Retroarch splash screen appears, video output entirely freezes after the on-screen notification appears that a controller has been configured

Start by reproducing the command-line launch with mesen-s on Linux AMD64 using HDR, KDE Plasma, the Vulkan driver, and on-screen notifications enabled. Compare it with notifications disabled and with mesen, mupen64, and snes9x; done means the controller-configured notification no longer freezes video output during ROM boot.
