Issue Description:
When using an Xbox Series X controller connected via Bluetooth to a Fire TV Stick 4K Max, hotkeys do not function as expected.

I have configured the Select button as a hotkey with a 2-second hold action to open the menu or exit a game. This works flawlessly on Windows with the same controller and configuration.

However, on the Fire TV Stick 4K Max, no hotkey action is triggered at all. As a result, I am unable to exit games normally and must force a device restart via the Fire TV remote each time.

Expected Behavior:
Holding the Select button for 2 seconds should trigger the configured hotkey action (e.g. open menu or quit game), just like it does on Windows.

Actual Behavior:
No action is triggered by the hotkey press. The button is recognized for gameplay input, but the long-press hotkey assignment is completely ignored.

Steps to Reproduce:

  1. Pair an Xbox Series X controller via Bluetooth with a Fire TV Stick 4K Max.

  2. Configure "Select" button as a hotkey with a 2-second hold to trigger the menu or quit function.

  3. Launch any game.

  4. Attempt to trigger the hotkey by holding Select for 2 seconds.

System Details:

Device: Fire TV Stick 4K Max

Controller: Xbox Series X Controller via Bluetooth

Platform: Android TV (Fire OS)

Works as expected on: Windows 11

Request:
Please investigate why hotkey assignments (especially long-press actions) do not work on Fire TV Stick 4K Max, even though the button is functional in normal gameplay. A fix or workaround would be highly appreciated.

Research direction

No source file, test, or entry point is named. First reproduce the Select-button hold on RetroArch 1.21.0 with the Xbox controller on Fire OS, then compare it with the same configuration on Windows; done means the configured menu or quit hotkey triggers after a two-second hold without affecting normal gameplay input.
