Audio Artifacting observed on Retroarch [Wii] when loading games on some cores (Snes9x, 2005 Plus)

also referencing ticket 16219 raised in February.

Expected behavior

content starts without audio artifacts (Crackling, Buzzing, Blown out Speaker Sound) referencing healthy build 1.8.7.7

Steps to reproduce the bug
  1. Start Retroarch Wii
  2. Default Settings
  3. Start Content
  4. Load Rom - Tested: Megaman X, X2, Contra 3 (is present in all roms tested)
  5. Choose Snes 9x, Snes 9x 2005 Plus
  6. Run
  7. Game Starts with audio artifacts (Crackling, Buzzing, Blown out Speaker Sound)
  8. Rolling back to build 1.8.7.7 resolves the audio artifacting. (no impact to standalone emulator Snes9x either)
    Changing Core Settings/Retroarch Settings does not make it better or worse.
