Description
I earned achievements on hardcore mode in the game I was playing (Shining forces) and looked on the website, it said I hadn't gotten the achievements I had earlier; after getting to chapter 4 I closed and reopened the game and boom, most of my achievements were erased, even the story ones...

Research direction
Start by reviewing the report for commit 9412f4feef and attempting the behavior on Windows 10 with the Shining Force game. Check whether achievements remain present on the website after closing and reopening RetroArch, and capture relevant logs and core information. Done means the loss is reproducible, its cause is identified, and achievement persistence is verified after relaunch.
