Description
A GUI for editing runtime would be appreciated. Instead of needing to touch RetroArch files you could just be able to modify the runtime in RetroArch.

Research direction
The request does not identify any files, entry points, or existing runtime-editing behavior. Start by locating RetroArch's runtime configuration and GUI code, then define the editing scope and confirm which settings must be supported. Done means users can modify the intended runtime settings through the GUI without manually editing RetroArch files.
