some time when the program runs
the windows taskbar is on top the ui
make it run as the top most window
and make it the only copy that runs
so the program cant run more then once

- sometime when the program runs it is under the taskbar
- if the program is minimized and i click the icon to run it again, the program will run another copy of itself.
