Description
Retroarch has a feature that causes it to switch the display to the correct refresh rate depending on whether it is PAL or NTSC content that is launched. This works with a combination of KMS and glcore, but not with KMS and Vulkan.

Research direction
No files, tests, or entry points are mentioned. Start by reproducing the refresh-rate behavior for PAL and NTSC content with KMS and Vulkan, then compare it with KMS and glcore; done means automatic switching works for both content types under Vulkan.
