Research direction
Start by reproducing the fast-forward skip-frames failure described for RetroArch 1.20.0 on Windows 7 32-bit, using the reported Mario and Luigi's Partners in Time scenario and an affected core. Compare behavior with skip frames enabled and determine what evidence is needed to define a fix; completion should restore the expected frame skipping without breaking fast-forwarding.
