Research direction
Start by reproducing the issue with the SameBoy core and Pokémon Gold/Silver subsystem on RetroArch 1.19.1 under Linux Mint 22, then trace how RTC state and core system settings are handled during subsystem launch and restart. Done means both games retain RTC state after restarting RetroArch and the RTC option is available in the core system settings.
