Research direction
Reproduce the issue in the XMB menu by enabling Settings > Audio > Menu Sounds > Mixer on RetroArch 1.19.1 for Windows 10. Trace the menu-sound handling reached while scrolling and compare behavior with Mixer disabled. Done means scrolling no longer has noticeable delay while the clicking sounds remain enabled.
