Research direction
Start on Android by reproducing the behavior through Settings → Video → Output → Screen Orientation and observing the notification widget. Trace how the existing screen-orientation setting is applied, then determine where a separate notifications setting and its default belong. Done means the notification widget can use its own orientation, defaulting to 90 degrees, without changing other screen content.
