[BUG] Fast-Forward and Rewind soft-lock Retroarch on Steam Deck OLED models using Vulkan

Description
As of the latest SteamOS firmware update on the OLED Steam Deck model, both speed abilities have been completely broken when using Vulkan as the video output. Switching to any other output does fix the issue, but Retroarch ultimately crashes the entire console and forces a hard reset.
Expected behavior
When using the Fast-Forward feature assigned to any hotkey, gameplay will increase exponentially, making older RPGs more time-friendly when level grinding, for example. The Rewind feature is supposed to dial gameplay back, potentially giving the user the opportunity to fix a bad option choice or save a life after falling into a pit.
Actual behavior
The Retroarch program soft-locks upon using either feature now, requiring the user to forcefully close the program. The lock happens immediately upon hitting either RW or FF button without fail. This only appears to be happening to users of the Steam Deck's OLED model on the latest firmware update, which was released on February 28th.
Steps to reproduce the bug
- Open any game using Retroarch. It can be Atari 2600 all the way up to PlayStation.
- Activate either Fast-Forward or Rewind
- The program freezes upon the very first frame.
Bisect Results
On February 28th, Steam pushed the latest SteamOS client out to the Stable update channel. Up until that point, I had been playing Legend of Legaia on the Playstation just fine. Upon returning home from work that evening, I found that Valve had pushed a new update out, which I hastily installed as I normally did. Upon returning to Retroarch and booting up Legaia again, I resumed my level grinding by using the Fast-Forward feature but was met with the program essentially crashing on me instead.
