First and foremost consider this:

Description

I am using two devices, both in FAT32 Format.
When I use the pendrive device, the system works.

But, when I use a extern HDD device, the system not works.

I think this information can be useful:
The OPL system is reading external HDD devices now, but RetroArch is still not working.

Expected behavior

RetroArch working on external HDD devices.

Research direction

No source file, test, or entry point is named. Start by reproducing the issue on a PS2 with the FAT32 pendrive and external HDD, then collect the actual behavior, RetroArch version, OS, and build details. Done means RetroArch works from the external HDD or the failure is documented with a confirmed cause.
