[Feature Request] Add "Refresh All Playlists" function

Description
Currently, playlists can be refreshed using the same settings they were created with. However, this must be done indvidually for each playlist. I am requesting that a "Refresh all playlists" be added to the "Manage Playlists" menu (Settings->Playlists->Manage Playlists). This should trigger a refresh for all eligible playlists.
My use case: I currently use Syncthings sync RetroArch files (ROMs, thumbnails, saves, playtime logs) between multiple devices. This often involves making updates across multiple playlists. I currently have to refresh each playlist individually but would love the functionallity to refresh all when using a device I haven't used in awhile.
