Expected behavior
gamepad should move only upon user input like in 1.14
Actual behavior
gamepads are moving on their own
Steps to reproduce the bug
- turn on two gamepads.
- Run retroarch.
- Run a multiplayer game.
For instance Bomberman 94 on PC Engine - Beetle PCE Fast core - gamepads are moving on their own
