[3DS] xmb takes over 30 seconds to start

Description
On 3DS if I select rgui, then exit RetroArch, then start it again, the screen is completely blank. I've tested this with RetroArch 1.13.0 and 1.14.0.
I was going to test older versions, but this issue makes it sound like it wouldn't work on 1.12.0 either because of missing assets.
If I get a chance I'll check the logs and post them as well.
Expected behavior
I would expect it to work because it's a menu option.
Actual behavior
The screen is blank.
Steps to reproduce the bug
- Install RetroArch 1.13.0 on a 3DS. I used the CIA version
- Open RetroArch
- Switch from the default (xmb) to rgui
- Quit RetroArch
- Start RetroArch
