Research direction
No source files, tests, or entry points are identified. First reproduce the lag on Windows using RetroArch commit e3c92b0 while holding a button for more than one second, then trace the relevant input and frame-processing path. Done means the behavior is isolated and holding a button no longer causes noticeable lag across games.
