Description
I'm seeking to maximize the functionality of my arcade machine's control panel. It has a limited number of buttons.
Is it possible, when mapping controls, to listen for multiple inputs? That way inputs can serve more than one function when used in tandem with another input.
I appreciate any consideration this can be given.

Research direction
The issue names no files, tests, or entry points. Start by locating RetroArch's control-mapping and hotkey handling, then define how simultaneous inputs should be represented and prioritized; done means users can map input combinations to controls without disrupting existing hotkey behavior.
