Description
Rumble works fine on all cores only if the controller is connected before RetroArch starts. When the controller gets disconnected and reconnected again rumble no longer works until a restart of RetroArch. The controller is a Xbox One-Controller connected via SDL2 input driver (unfortunately other input drivers will not work with the flatpak version of RetroArch). The problem occurs with bluetooth and wired connection. It seems that there is some kind of rumble initialization missing during hotplug?
Expected behavior
Rumble should work if the controller gets connected after RetroArch has started.
Actual behavior
Rumble only works if the controller is connected before retroarch starts.
Steps to reproduce the bug
- Connect the controller
- Start RetroArch
- --> Rumble works
- Disconnect the controller and reconnect it
- --> Rumble does no longer work
Environment information
- RetroArch: 1.12.0 (Flatpak version)
- Input driver: SDL2
- OS: Ubuntu 22.04.1 LTS

Reproduce the issue in RetroArch 1.12.0 Flatpak on Ubuntu 22.04.1 using the SDL2 input driver and an Xbox One controller. Compare rumble behavior before and after disconnecting and reconnecting the controller over Bluetooth or a wired connection. Done means rumble works again after hotplug without restarting RetroArch.
