Refresh rate reset every time content is loaded

Description
I'm running 1.10.3 on Windows 10 with the d3d11 video driver. I use a custom resolution that I set regularly in Windows. Whenever I load content the Windows refresh rate is changed to 59.940 Hz and the Vertical Refresh Rate setting under Output > Video is set to 59.940 Hz. Curiously the 'Display-Reported Refresh Rate' remains the same as the old value but this is wrong. This suggests to me there could be a bug somewhere with the switching. In order to fix this, I have to open refresh rate settings in Windows and select the correct refresh rate. This is very tedious as it has to be done any time content is loaded.
I checked settings (I have advanced settings enabled) and did not see any settings related to mode switching. The behavior is the same regardless of whether Windowed Fullscreen Mode is used or not.
