Description
It's pretty annoying to save a core remap only to decide you want to make a minor change, but have to recreate the whole thing after deleting the last one. Thank you for your consideration.

Research direction
Start by tracing RetroArch's core remap save and load entry points; the issue does not identify specific files or tests. Define the expected behavior for overwriting an existing core remap and for creating remaps not tied to a game, core, or directory, then add coverage for both workflows.
