Description
RetroArch can't change the refresh rate, it changes for a few seconds and quickly fallback to the previous one.
It worked when I updated yesterday for the first time but not anymore. Don't know how to solve it and I would love to be able to use the auto refresh rate.

Research direction
Start by reading the three attached RetroArch logs and reproducing the refresh-rate fallback with Vulkan on Windows using the reported AMD hardware. Trace the refresh-rate change path from the observed failure; done means the selected or auto refresh rate remains active instead of reverting after a few seconds.
