Research direction

Start by reviewing the attached video and screenshot, then inspect the RetroArch configuration behavior on Windows 11 using version 1.10.2. The report says deleting retroarch.CFG restores menu mouse interaction, but it provides no reproduction steps or named source files; done would require a reproducible cause and a verified fix without losing normal menu input.
