Menu Toggle Combos stopped working after upgrading to Android 11 on Nvidia Shield

Description

Some of the Menu Toggle Combo options are no longer working in RetroArch on the Nvidia Shield following upgrade from Android 9 to Android 11

Expected behavior

Following the upgrade, it should have remained possible to press the Start + Select buttons on the controller to bring up the menu to saving/loading states, changing core settings or closing out of a game.

Actual behavior

The menu does not appear at all when using the Start + Select combination as well as other combos that use the Start and/or Select buttons

Steps to reproduce the bug

1. Install Nvidia Shield Experience upgrade, version 9 or later (Android 11)
2. Configure RetroArch to use a Menu Toggle Combo that uses either the Start or Select buttons
3. Start a game then try bringing up the menu using the button combination

Bisect Results

Started after installing the latest Nvidia Shield Experience Upgrade. All Menu Toggle Combos worked normally before this.

• RetroArch: 1.10.3 but the same issue was present in earlier versions too

Environment information

• OS: Android TV 11 (Nvidia Shield Experience 9.0.2)
• Compiler: [In case you are running local builds]

Reproduce the issue on Android TV 11 with Nvidia Shield Experience 9.0.2 using RetroArch 1.10.3 or an earlier version. Test Menu Toggle Combos involving Start and Select, compare their behavior with Android 9, and identify the Android input change responsible. Done means the documented combinations open the menu again on the affected environment.
